By default, WordPress is set to allow comments on the blog posts.
You can manage the requirements to leave a comment, and force the visitor to subscribe first, or allow anonymous comments on the posts.

Ajax commenting
To avoid page reload when posting a comment you can enable ajax comments. This option is available in the customizer, under the layout screen.
